Solihull planners have blocked plans for a HMO in Marston Green but an applicant has not given up trying to develop the site.

It is the second time plans for the site near Birmingham Airport have failed to come to fruition.

Applicant PMI Property Holdings LTD applied for permission to turn 211 Elmdon Lane, on the outskirts of BHX, into a six bedroom house in multiple occupancy in March.

The application included plans for a three metre storey extension at the rear, new porous surfaces to provide parking and access improvements, and a new boundary wall at the front of the property.

The application said: "The proposal will require a change of use from C3 to C4.

"This change will include alterations to the existing property interiors. Residential use is still the current use class."

And the applicant argued the change was permitted development under law.

But after Bickenhill and Marston Green Parish Council objected, on August 14 Mark Andrews – Solihull Metropolitan Borough Council's head of planning, design and engagement services – issued a decision notice refusing to certify the change would be lawful.

Mr Andrews wrote: "The proposed development comprises on the submitted plans the provision of extensive areas of hardstanding within the curtilage of the dwellinghouse including the creation of approximately 17 car parking spaces and 10 cycle parking spaces, together with a proposed driveway providing access to a rear garage which does not currently exist, nor does it have consent.

"By reason of its substantial scale and extent the proposed hardstanding is considered to be of a scale and amount far beyond what can be considered incidental to the dwellinghouse, as existing or as converted to a six person HMO.

"The local planning authority is not satisfied the proposed operations would be lawful if carried out as proposed."

As the Local Democracy Reporting Service reported last September the applicant shelved a plan to demolish the existing four bedroom home and build a two-and-a-half storey apartment block in its place.

The parish council also objected to that plan as well as Birmingham Airport which highlighted Elmdon Lane leads to an emergency services entrance and exit for the airport.

BHX argued the parking provision of one space per dwelling was insufficient for the site's location.

The council's planning portal shows the applicant has now resubmitted the application for five apartments.

PMI Property Holdings LTD says in the new application, lodged with the authority earlier this month, it will provide two spaces per apartment with 10 car parking spaces in total.

A consultation is underway on the latest application with a closing date for submissions of September 16.
