New bid launched to turn Castle Bromwich property into childrens care home following refusal
By Sam Greenway - Local Democracy Reporter 28th Oct 2026
The applicants behind a plan to turn a three bedroom Castle Bromwich property into a care home for children have returned to the authority after a previous refusal.
As the Local Democracy Reporting Service previously reported, applicant Junaid Butt applied to Solihull Metropolitan Borough Council (SMBC) for a certificate of lawful development to change the use of the home in Reliant Close near Castlewood School into a care home for two children.
But that plan, submitted in February, was refused by officer Mark Andrews, the authority's head of planning, design and engagement services, who issued a decision notice refusing to certify the legality of the application.
That refusal meant the applicant had to apply for full planning permission if they still want to go-ahead with the plan.
And the council's website is showing an application for full planning permission was submitted on September 15.
A statement included in the new application says it would become a home for a maximum of two children aged between seven and 17-years-old.
"The children will occupy the property as their principal home and will receive a stable, safe and family-style residential environment supported by appropriately trained care staff," the statement says.
"Junaid Butt has extensive experience in children's residential care, having worked in the sector since 2004 and progressed through operational and senior leadership roles.
"The operational character of the home will remain strongly residential and domestic.
"It will operate with a clearly defined one-to-one staffing model, extended residential shifts with one planned daily handover at approximately 7.30am, 24-hour support, managed visitors, off-street parking for up to three vehicles and Ofsted regulation.
"The proposal will provide valuable and socially beneficial accommodation for children who require residential care.
"The applicant respectfully requests planning permission be granted."
The website shows the consultation period has now closed and the application is now at the stage a decision is set to be made.
